Do the main questline in Elite until you get to Malmouth, then focus on getting Revered rep so you can spam Clarity potions til you get sick of all the quick leveling, at which point you can go to Ultimate, pop potions then do baby quests (MAKE SURE you can do them w/o dying, as dying or exiting to main menu cancels I don't know the exact numbers, but I believe Ultimate has at least 55 so that a character could get all their devotion points starting in Ultimate, if you so chose. It is only “slow” for the first few levels, but once you hit at least 5, depending on your class, you should already be killing mobs fast, especially if you dump most of your points into one attack skill and use components like cracked loadstone, or chilled steel (personal favorite) on your weapon for a free granted skill.
